Which winters count as “strong El Niño”

A winter qualifies if its peak 3-month index from Jun–Aug through Feb–Apr reached +1.5 °C or more by ONI or RONI, computed from NOAA's index files. Using the union avoids cherry-picking: by RONI alone 2023-24 (peak 1.42) would be “moderate”, while 1991-92 and 2009-10 qualify by the same rule as the famous years.

ONI vs RONI

The Oceanic Niño Index (ONI) is the 3-month average sea-surface temperature anomaly in the Niño-3.4 region (5°S–5°N, 170°–120°W) against a 1991–2020 base. The Relative ONI (RONI) subtracts the tropical-mean anomaly, so long-term ocean warming doesn't make every event look stronger. NOAA now verifies El Niño strength with RONI, so we show RONI as the headline number and ONI as secondary. NOAA also notes that strength does not guarantee impacts.

Snowfall rules

  • Season = July through June. Monthly sums from ACIS with maxmissing: 3; a trace (“T”) counts as 0 and is shown as “Trace” if the whole season is trace.
  • Completeness: all of October–April must be present with ≤ 3 missing days each, or the winter is “No data”. Missing summer months count as 0.
  • Normal: sum of the 12 NOAA 1991–2020 monthly normals (ACIS normal: "1"). Fallback: the mean of complete seasons 1991-92 to 2020-21 if there are at least 15 (labeled “average of N seasons”); otherwise no normal and no percentages.
  • Percentages are hidden when the normal is under 1 inch (“Snow is rare here”) or fewer than 5 of 9 winters are complete.
  • Location pages exist only where the normal is at least 5 in, at least 6 winters are complete, and the location falls inside NOAA's outlook map.
  • Zero-snow seasons (for example at Seattle) are reported as ACIS returns them and have not been cross-checked against NWS local climate pages (UNVERIFIED).

How stations are chosen

  • Cities: the 100 largest US cities (Census Vintage 2024) plus a short list of snow-belt and mountain cities, each mapped to a NOAA ThreadEx “threaded” record: a long record stitched across station moves, usually the city's official climate site. We match by station name first, otherwise the nearest ThreadEx station within 40 km. Cities sharing one station are merged (e.g. Minneapolis–St. Paul).
  • Ski areas: the nearest NOAA cooperative (COOP) station within ±0.3° that recorded snow from 1983 or earlier through at least 2025 and sits within 1,500 ft of the resort's base elevation. These are nearby long-term stations, not summit snowfall. Resort base elevations used for this rule are hand-entered and UNVERIFIED.
  • The outlook is looked up at the city or resort point (not the station) in NOAA's Dec–Feb shapefile; if a point fell just outside every polygon we would use the nearest one within 10 km (none needed this release).

Known limits & unverified items

  • NOAA's November and December outlook dates (about Nov 19 and Dec 17) are not yet confirmed on its schedule page.
  • ACIS documentation and usage policy were not reviewed; the API was verified by live calls only.
  • Ski resort base elevations and a few resort coordinates are hand-entered (UNVERIFIED); each station note says which.
  • Several stations have gaps (for example Denver International Airport recorded no snowfall for about 1995–2006), shown as “No data”.
  • Secondary reporting we read but don't use as data: OpenSnow — strong El Niño building, potential winter 2026-27 impacts; The Weather Channel — Dec–Feb winter outlook (Sep 11, 2026).
